Jennifer Carter

Director of Development

Jennifer Carter is a grant writer, policy specialist, community collaborations, strategic planning and policy professional with 20+ year experience in not-for-profit sector. After several years in education and health communications, policy and strategy including time in Sri Lanka and India doing post-tsunami work, Jennifer worked more than 8 years with the Alzheimer's Association of MA/NH. During this time, she wrote/co-wrote 6 pieces of legislation and successfully galvanized advocates and other CBOs from across the Commonwealth to shepherd four of these through the legislative process. Additionally, crafting of the Massachusetts State Alzheimer's Disease and Related Disorders Plan was granted through an order by Governor Deval Patrick with Jennifer serving as one of the primary architects and authors of this Plan. Following these successes, Jennifer went on to work for several community and economic development organizations from 2014 through 2023 including Lazarus House and Greater Lawrence Community Action Council, Inc. where she served as strategic planner, development director and grant specialist. Her commitment to bolstering community development through thoughtful policy action, program development and the crafting of innovative solutions to ameliorate conditions faced by marginalized populations is unwavering. Jennifer now provides consulting services including grant writing and development planning on a voluntary basis to Docutribe.

Jennifer received a BA from Sarah Lawrence College in 1996 and then completed a Master’s in Public Policy from the Davenport Graduate School of Public Policy at Pepperdine University in 2002. Jennifer continued post-grad work at the Payson Center for Technology and Development at Tulane University and is ABD as of 2026.
